Kelly has committed her career to helping youth make safe and healthy choices.  Prior to becoming the Regional Prevention Coordinator, Kelly was the Coalition Coordinator for the Working Together Coalition located in Cass County, MN and prior to that a Juvenile Probation Officer.  During these experiences, Kelly has had the opportunity to learn what youth need to thrive and have used the Strategic Prevention Framework to engage communities in numerous environmental and evidence-based strategies aimed at reducing substance use among youth.   Kelly also had the opportunity to work with Community Coalitions and individuals, both personally and through a contract with DHS ADAD, providing consultation and training around Substance Abuse Prevention.

Planning and Implementation Grantees awarded in Region 3

The school districts of Hawley and Alexandria, MN have received a five year Planning and Implementation (P&I) grant to reduce and delay youth alcohol use from the Minnesota Department of Human Services- Alcohol and Drug Abuse Division beginning on July 1, 2016.

The P&I grant emphasizes a collective impact model which includes multiple agencies and sectors of the community working together toward a common goal of preventing underage alcohol use. This is a comprehensive community-based project focusing on building a strong community coalition to address substance abuse prevention needs, implementing prevention curriculum in the schools, collaborating with young people in their schools to be strong leaders and positive role models for their peers, working on local policies and ordinances which will help reduce substance abuse issues, and integrating the Positive Community Norms framework designed to shift attitudes and address misperceptions related to substance abuse.

While most youth in Minnesota do not use alcohol, alcohol use is still a serious problem for those that do. By reducing alcohol use among youth we also reduce the use of other drugs in youth and as they become adults. Our plan is to create a culture that does not support, encourage, or accept youth substance use. Our focus is on building a thriving community by supporting youth – and all community members – in making healthy choices.

Region 3 Host Site

The Region 3 RPC is hosted by the Pine River-Backus Family Center, located in Pine River, MN.  The Pine River-Backus Family Centers Mission is Strengthening Families and Building a Strong Community so that all families have what they need to reach their full potential and contribute to their community.  The Family Center strongly invests their programming into prevention by starting their programming prenatally with the Family Center Home Visiting-Parent Child Home Program, co-located public health programs to keep families healthy, implementing the Parenting Love & Logic Way curriculum, providing Family Support through hosting the local food shelf, which reduces barriers and stress with families.  The Family Center has also hosts the substance abuse prevention Working Together Coalition working in three school districts in Cass County.
